This is an appeal from a judgment of the Superior
Court granting, upon the application of the plaintiff,
an order in the nature of a mandamus requiring the
defendant, director of public works of New Haven,
to reinstate the plaintiff as an employee of the
city in a position from which the defendant

had discharged him. The appeal raises the question
whether an amendment to the New Haven charter gave
the plaintiff civil service status which prevented
his summary removal by the defendant.
